Establishes a licensing requirement for firearm precursor part vendors, effective January 1, 2023, with licensed firearm dealers and ammunition vendors automatically deemed licensed vendors beginning that date.

Requires all sales of firearm precursor parts to be conducted through licensed vendors starting July 1, 2023, with electronic approval from the Department of Justice before transfer, similar to existing firearms purchase procedures.

Defines firearm precursor parts to include barrels, ammunition feeding devices, unfinished receivers, finished upper receivers, unfinished handgun frames, finished slides, and trigger packs for specific firearm types.

Creates misdemeanor offenses for selling precursor parts to persons under 21, providing parts to prohibited persons, carrying parts on school grounds, and transferring parts without vendor processing.

Establishes the Firearm Precursor Parts Enforcement Special Fund supported by per-transaction fees (up to $1) and authorizes a $6,000,000 General Fund loan for startup costs, with fees continuously appropriated for program implementation and enforcement.
