Amends Education Code Section 66406 to strengthen requirements for textbook publishers to disclose edition differences to students and faculty.

Requires publishers to post detailed descriptions on their websites showing how newest editions differ from previous editions, including changes to chapters, text, illustrations, statistics, and graphics.

Directs California State University Trustees and Community College Governors to work with academic senates to encourage faculty to adopt least-cost textbook practices and disclose textbook costs to students.

Encourages college and university bookstores to work with publishers and faculty to create economically sound bundles while maintaining student options for unbundled purchases.

Requests University of California Regents to implement similar practices regarding textbook cost transparency, faculty consideration of affordable options, and student access to used books through rental and lending programs.
