Requires California Community Colleges and California State University campuses that issue student identification cards to include suicide prevention telephone numbers starting July 1, 2019.

Requests (but does not require) University of California and independent institutions of higher education to include the same telephone numbers on student identification cards.

Mandates inclusion of National Suicide Prevention Lifeline and Crisis Text Line telephone numbers, or local alternatives deemed appropriate by each campus, plus campus police/security or local nonemergency telephone numbers.

Allows institutions with existing supplies of non-compliant identification cards as of January 1, 2019 to continue issuing them until depleted, and permits institutions already displaying telephone numbers on the front of cards to continue that practice.

Applies to new student identification cards and replacement cards issued for damaged or lost cards.
