Requires all towing and storage fees charged to legal owners and in accident/stolen vehicle cases to be reasonable, with specific fees presumed unreasonable including administrative fees, security fees, dolly fees, load/unload fees, and pull-out fees.

Establishes that reasonable fees do not exceed those charged by public agencies or are comparable to other facilities in the same locale, with presumption of reasonableness for fees complying with comparative standards.

Requires storage facilities to be open and accessible during normal business hours (Monday-Friday, 8 a.m. to 5 p.m., except state holidays) and provide callback service within six business hours for after-hours calls.

Grants vehicle owners and insurers the right to inspect stored vehicles during normal business hours, with inspectors limited to 45-minute increments to accommodate other customers, and allows payment by cash, credit card, or insurer's check.

Extends consumer protections and posting requirements to any facility charging for vehicle storage including repair garages and service stations, but excludes new motor vehicle dealers and repair dealers not providing towing services.
