Prohibits California counties from charging fees for Medi-Cal specialty mental health services to beneficiaries without a share of cost or those who have met their share of cost.

Authorizes counties to charge fees to non-Medi-Cal beneficiaries and Medi-Cal beneficiaries with an unmet share of cost, based on ability to pay but not exceeding actual costs.

Requires counties to continue screening individuals for eligibility for Medi-Cal, other insurance affordability programs, and county health programs regardless of fee policies.

Amends Section 5709 of the Welfare and Institutions Code relating to community mental health services under the Bronzan-McCorquodale Act.

Effective July 9, 2018.
