Authorizes the California Life and Health Insurance Guarantee Association to file for actuarially justified rate or premium increases for policies or contracts for which the association provides coverage.

Requires insurers with long-term care insurance contracts covering more than 10,000 lives to file annual disclosure reports with the Insurance Commissioner and the Department of Insurance's office of principle-based reserving by April 1 each year, starting with valuation years ending in 2019.

Requires the association to provide an annual financial report to the Insurance Commissioner and the chairs of the Senate and Assembly Insurance Committees by April 1 each year, including the maximum coverage amount the association can provide based on assessments.
