Requires the California Department of Aging, State Department of Public Health, State Department of Health Care Services, State Department of Social Services, and Emergency Medical Services Authority to share information about administrative actions resulting in denial, suspension, probation, revocation, or rescission of licenses, permits, or certificates of approval.

Requires the State Department of Social Services and county child welfare agencies to share the same administrative action information to protect health and safety of persons receiving care or services.

Mandates the State Department of Social Services maintain a centralized system for monitoring and tracking final administrative actions to be used by all relevant departments and county child welfare agencies as part of background check processes.

Authorizes the State Department of Social Services to charge fees to departments and county child welfare agencies sufficient to cover costs of providing administrative action information, contingent upon specific appropriation in the annual Budget Act for any additional needed funds.

Provides that no state reimbursement is required for costs that represent an increase over the 2011 Realignment Legislation baseline funding levels for local agencies.
