Requests the Regents of the University of California to establish the California Institute for Aerospace to support aerospace industry growth and research in California.

Institute would pursue four goals: create aerospace research and design jobs, conduct public-private partnership research, strengthen California's aerospace leadership, and develop engineers and technicians for the industry.

Requests the institute be located at a satellite campus within 20 miles of Edwards Air Force Base or United States Air Force Plant 42 to leverage existing aerospace research and development in the region.

Implementation is contingent only upon the regents determining that adequate funding has been secured from federal, local, private, or state budgetary sources.

Cites California's established aerospace industry, 2014 state aerospace tax credit, and the Air Force Research Laboratory partnership with UCLA as models for supporting continued industry growth.
