Secretary for Environmental Protection must convene the Lithium-Ion Car Battery Recycling Advisory Group by April 1, 2019 to review and advise the Legislature on policies for recovering and recycling lithium-ion batteries sold with motor vehicles in California.

Advisory group must meet at least quarterly until April 1, 2020 and must include representatives from the Department of Resources Recycling and Recovery, Department of Toxic Substances Control, vehicle manufacturers, electronic waste recyclers, automotive repair dealers, automobile dismantlers, environmental organizations, and the energy storage industry.

Advisory group shall consult with universities, research institutions, electric and hybrid vehicle manufacturers, and the recycling industry regarding battery recycling policies.

By April 1, 2020, the advisory group must submit policy recommendations to the Legislature aimed at ensuring 90% of end-of-life lithium-ion vehicle batteries discarded in California are recycled safely and cost-effectively within the state.

These provisions automatically repeal on January 1, 2022.
