Department of Resources Recycling and Recovery must develop and implement a plan by December 31, 2019 to maximize compost use for slope stabilization and vegetation establishment in wildfire debris removal services.

Department of Resources Recycling and Recovery, in coordination with Department of Transportation, must identify cost-effective compost use best practices for each of the 12 Caltrans districts and develop implementation plans by December 31, 2019.

Department of Resources Recycling and Recovery must review and update identified best practices at least once every five years.

Department of Transportation shall use compost to replace or supplement petroleum-based commercial fertilizers in highway landscape maintenance programs.

Department of General Services and Department of Resources Recycling and Recovery shall maintain specifications for state compost purchases that maximize use while protecting public safety and the environment.
