Board of Administration must appoint and fix compensation for a chief operating officer and chief health director in addition to existing executive positions.

Annual salary increases for chief health directors and chief operating officers in service on January 1, 2018 are capped at 10% for fiscal year 2018–19 and 5% for all subsequent fiscal years.

Compensation decisions must follow principles in Government Code Sections 19826 and 19829, guided by fiduciary responsibility to recruit and retain qualified employees.

Positions filled through general civil service appointment require an open examination and are subject to civil service protections, including termination for failure to meet performance objectives related to fiduciary responsibility.

Former holders of these positions and board members are prohibited for two years after leaving from representing other parties before the retirement system regarding matters that influence administrative or legislative action.
