Establishes the Monarch Butterfly and Pollinator Rescue Program administered by the Wildlife Conservation Board to recover and sustain monarch butterfly and pollinator populations.

Authorizes the Wildlife Conservation Board to provide grants for restoration or enhancement of breeding habitat (California prairie), overwintering habitat, and other appropriate habitats on private and public lands.

Authorizes grants for technical assistance to landowners, farmers, and ranchers on habitat restoration and enhancement, as well as seasonal or temporary habitat improvements and block grants.

Eligible grant recipients include private landowners, nonprofit organizations, resource conservation districts, and public agencies.

Requires the Wildlife Conservation Board to develop and adopt project selection and evaluation guidelines in coordination with the Department of Food and Agriculture before disbursing grants, including monitoring and reporting requirements.

Creates the Monarch Butterfly and Pollinator Rescue Fund Account in the State Treasury to receive moneys from legislative appropriations, gifts, donations, and federal grants for program implementation.
