Exempts physical therapists from the 45-calendar-day or 12-visit direct access limitation when providing services under an Individualized Education Plan (IEP) or Individualized Family Service Plan (IFSP) pursuant to the federal Individuals with Disabilities Education Act for individuals without a medical diagnosis

Adds new exemption to the plan of care approval requirement for physical therapists providing wellness physical therapy services to patients

Maintains existing requirement that physical therapists refer patients to physicians, surgeons, podiatrists, or other licensed practitioners when symptoms indicate treatment beyond physical therapy scope of practice or lack of documented progress

Requires physical therapists to provide patients with written notice in at least 14-point type explaining the 45-day or 12-visit limitation and physician approval requirement before initiating direct access treatment

Does not expand physical therapist scope of practice, does not restrict other health care professionals' scopes, and does not require insurers or employers to cover direct access physical therapy services
