Requires the state to disregard all countable income between 100% and 138% of the federal poverty level (after other disregards) for aged and disabled persons in Medi-Cal, upon federal approval.

Maintains existing income disregard of $230 for individuals or $310 for couples until the 138% federal poverty level disregard is federally approved and implemented.

Requires the Director of Health Care Services to notify the Department of Finance in writing when systems are ready for implementation, with implementation to begin no sooner than January 1, 2019.

Requires the Department of Health Care Services to adopt regulations by July 1, 2022, and provide semiannual status reports to the Legislature until regulations are adopted.

Authorizes the department to implement the program through all-county letters, plan bulletins, and similar instructions prior to formal regulatory adoption, and provides that implementation is contingent on obtaining necessary federal approvals.
