Establishes the Health in All Policies (HiAP) Program under the Strategic Growth Council, operating until January 1, 2024, to incorporate health, equity, and sustainability into state decision-making across sectors and policy areas.

Requires the program to improve health and equity while advancing goals including air and water quality protection, affordable housing, infrastructure, public health, resilient communities, and climate change mitigation.

Directs the council to coordinate with the State Department of Public Health and other agencies to incorporate health considerations into grants, programs, and operations, including providing technical assistance on data and measurement tools.

Mandates the council develop a report by October 1, 2019 recommending programs and policies state agencies can undertake to advance health and equity, including a summary of the Health in All Policies Task Force accomplishments and an accounting of expenditures.

Requires the council to publish updated reports at least every three years on progress toward recommendations and to hold public workshops for community feedback on program goals and actions.
