Requires lead agencies preparing environmental impact reports or negative declarations for industrial projects in or near disadvantaged communities to provide notice to property owners, occupants, and schools within specified distances (1/2 mile for properties, 1 mile for schools).

Mandates at least one scoping meeting for industrial or equivalent land use projects sited, expanded, or intensified within disadvantaged communities or within 1/2 mile of them, with meetings held between 5-8 p.m. on weekdays within one mile of the project site.

Requires notices to be provided in English and all threshold languages as identified by the Department of Health Care Services.

Directs the Office of Environmental Health Hazard Assessment to publish a map by June 30, 2019 identifying disadvantaged communities and areas within 1/2 mile radius of them, with updates as communities are revised.

Exempts projects with notices of preparation or negative declarations filed before July 1, 2019 from these requirements; establishes no state reimbursement is required as local agencies can levy fees to cover costs.
