Requires minors detained in or committed to juvenile ranches, camps, or forestry camps to have access to computer technology and the Internet for educational purposes, with optional access for maintaining family relationships.

Mandates that age-appropriate extracurricular, enrichment, and social activities for dependent children and wards of the juvenile court include access to computer technology and the Internet.

Allows chief probation officers or their designees to limit or deny computer technology and Internet access for safety, security, or staffing reasons.

Exempts certain costs already borne by local agencies under 2011 Realignment Legislation from state reimbursement requirements, but requires state reimbursement for other mandated costs determined by the Commission on State Mandates.
