Requires the State Department of Social Services to provide registered home care aides' names, telephone numbers, and cellular telephone numbers to labor organizations upon request, effective July 1, 2019.

Labor organizations eligible to receive this information must represent in-home supportive services providers or registered home care aides and deal with employers concerning wages, hours, working conditions, or labor disputes.

Restricts labor organizations from using shared information only for employee organizing, representation, and assistance activities, and prohibits disclosure to third parties.

Establishes a simple opt-out procedure allowing home care aides to prohibit the department from sharing their contact information.

Requires the department to notify home care aides at registration or renewal about potential information sharing and provide written instructions on how to use the opt-out procedure.
