Increases LEED certification requirement for residential, retail, commercial, sports, cultural, entertainment, and recreational projects from silver to gold or better by the United States Green Building Council.

Increases transportation efficiency standard from 10% to 15% greater than comparable projects for eligible environmental leadership development projects.

Requires project applicants to demonstrate compliance with commercial and organic waste recycling requirements under Chapters 12.8 and 12.9 of the Public Resources Code.

Extends the Governor's authority to certify projects from January 1, 2018 to January 1, 2020, and extends the deadline for lead agency project approval from January 1, 2019 to January 1, 2021.

Modifies judicial review timeline to be completed within 270 days of filing the certified record of proceedings with the court rather than from certification of the record of proceedings.
