Exempts art galleries from requiring a Department of Alcoholic Beverage Control license or permit to provide beer and wine to patrons for on-premises consumption.

Restricts beer and wine offerings to no more than 12 ounces of beer or 6 ounces of wine per glass to each patron.

Prohibits including the cost of beer and wine in the sales price of any art or merchandise sold by the gallery.

Limits beer and wine service to business hours, ending no later than 10 p.m.

Preserves local authority for cities and counties to restrict or limit alcohol consumption under existing law, and excludes museums that do not sell art from this provision.
