Amends Section 12100.62 of the Government Code to revise the definition of "federal small business technical assistance center" to include state trade expansion programs as eligible grant applicants

Adds new definition of "state trade expansion program" as a program recognized by the federal Small Business Administration that assists small businesses in entering and succeeding in international markets

Makes conforming changes to the numbering of subsequent definitions in Section 12100.62 (renumbering subsections (q) through (t) to (r) through (u))

Removes the creation of a new Article 7 establishing the California Small Business Technical Assistance and Expansion Program that was previously included in earlier versions of the bill
