Requires the Department of Fish and Wildlife to convene a "Recruitment, Retention, and Reactivation" (R3) Group on or before February 1, 2020 to identify barriers to hunting and sport fishing that contribute to declining license sales.

Membership includes the department director (or designee), the president of the National Recreational Boating and Fishing Foundation (if willing to participate), and other stakeholders from hunting, boating, outdoor shooting, and sport fishing industries appointed by the director.

R3 Group must meet in February 2020 to identify barriers, then within 90 days meet again to develop and approve recommendations for removing those barriers using established best practices for angler and hunter recruitment and retention programs.

Requires the R3 Group to submit a report containing approved recommendations to the Legislature within 30 days of approving them, delivered to the Senate Committee on Natural Resources and Water, Assembly Committee on Water, Parks, and Wildlife, and Joint Committee on Fisheries and Aquaculture.

Group members serve without compensation or reimbursement of expenses.
