Establishes the Invasive Species Council of California with six members representing the Secretaries of Food and Agriculture, Natural Resources Agency, Environmental Protection, Transportation, Health and Human Services, and the Director of Emergency Services to coordinate efforts preventing and managing invasive species.

Creates the California Invasive Species Advisory Committee with 19 members from state agencies, federal agencies, nonprofits, tribal nations, and industry to advise on invasive species prevention, control, eradication, and mitigation of economic, ecological, and human health impacts.

Establishes the Invasive Species Account in the Department of Food and Agriculture Fund for appropriated moneys to fund invasive species projects and activities recommended by the council.

Requires the council to coordinate with state and local agencies, educational institutions, and stakeholders to develop a plan for controlling diseases associated with invasive shot hole borers (Polyphagous and Kuroshio species).

Revises the Noxious Weed Management Account to allocate 20% of research funds through a grant program administered by the department, evaluated in consultation with the Range Management Advisory Committee, with emphasis on needs-based and practical research.
