Requires the Council on Health Care Delivery Systems to prepare a feasibility analysis on whether a public health insurance plan option could increase competition and health care choices for consumers by October 1, 2021.

The feasibility analysis must include an actuarial and economic analysis of a public health insurance plan, a plan to expand participation of public health plans, a state-developed public health insurance plan model, required federal waivers, funding considerations, and analysis of how it could address regions with limited health plan choices.

Mandates the council consult with stakeholders including consumer advocates, health care providers, health plans, county organized health systems, and local health plans when developing the analysis.

Requires the council to provide progress updates to the Governor and health committees of both chambers on January 1, 2020, and every six months thereafter until submission.

Clarifies the council is not authorized to apply for waivers under Section 1332 of the federal Patient Protection and Affordable Care Act.
