Authorizes the Department of Toxic Substances Control to evaluate alternative fish toxicity tests for identifying hazardous waste, subject to funding availability.

Directs the department to assess the OECD's Guidelines for Testing of Chemicals (Test 236) and the EPA's Methods for Measuring Acute Toxicity of Effluents (Test Methods 2002.0 or 2021.0) for potential adaptation.

Requires the department to authorize any adapted alternative tests as acceptable substitutes for the existing fish mortality testing method used to identify toxic waste characteristics.

Maintains that existing hazardous waste identification regulations in effect as of January 1, 1995 continue to comply with state law during the transition period.
