Requires California State University to designate a Dream Resource Liaison on each campus beginning with the 2019–20 academic year; requests University of California do the same.

Dream Resource Liaisons must be knowledgeable about financial aid, services, and academic opportunities available to students meeting AB 540 requirements, including undocumented students.

Encourages both systems to establish Dream Resource Centers that may provide financial aid assistance, academic counseling, peer support, psychological counseling, referral services, and legal services.

Authorizes CSU and UC trustees and regents to seek and accept gifts, bequests, devises, or donations to support creation and operation of Dream Resource Centers.

Permits Dream Resource Centers to be housed within existing student service or academic centers rather than requiring construction of new facilities.
