Requires facility owners/operators seeking to extend hazardous waste permits expiring after July 1, 2020 to submit complete Part A and Part B renewal applications at least 2 years before permit expiration.

Provides that permits are deemed extended while renewal applications are under review if submitted within the required timeframes, until the application is approved or denied and all appeal rights are exhausted.

Mandates the Department of Toxic Substances Control post a timeline on its website within 90 days of receiving a permit application, showing estimated dates for key review milestones, and update the dates as needed.
