Authorizes state agencies to adopt Infant at Work programs allowing employees who are new parents or caregivers to bring infants to the workplace until January 1, 2020.

Limits program participation to infants from six weeks to six months of age, or until the infant begins crawling, whichever occurs first.

Requires participating infants to be cleared by a physician and surgeon, and mandates a clear application and approval process with designated authority for decisions.

Places sole responsibility for infant safety at the workplace on the parent or caregiver.

Prohibits state agencies from adopting the program if the work environment is inappropriate due to safety, health, or other concerns for the infant or adults.
