Establishes a pilot project through January 1, 2024 authorizing the Los Angeles Unified School District to award multiple task order procurement contracts up to $3,000,000 each for services, repairs, maintenance, and construction paid from the general fund.

Requires task order contracts to be awarded to the lowest responsible bidder based primarily on plans and specifications for typical work, and mandates compliance with existing personal services contracting requirements.

Restricts task order contracts to supplement existing personnel only and prohibits their use to replace existing personnel.

Requires task order contracting only if the school district has entered into project labor agreements meeting specified requirements.

Mandates the school district submit an independent third-party report by January 15, 2023 to the Legislature detailing project descriptions, contract amounts, contractors awarded, protests, prequalification processes, and project performance assessments.
