Prohibits cities, counties, and their attorneys from charging defendants for investigation, prosecution, or appeal costs in criminal cases, including violations of local ordinances.

Exceptions apply to specific state law violations including gang injunctions (Penal Code 186.8, 186.11, 670), health and safety code provisions, insurance code violations, labor code violations, and various revenue and taxation code violations.

Does not apply to civil actions, civil proceedings, or probation department fees authorized by statute.

Defines "costs" as salaries, fees, and hourly rates for attorneys, law enforcement, and inspectors investigating or enforcing charges, but excludes remediation or cleanup expenses from charged conduct.
