Amends Labor Code Section 2750.5 to create a rebuttable presumption that workers performing services for which property service employer registration is required are employees rather than independent contractors.

Requires persons performing services requiring property service employer registration to hold valid registration as a condition of independent contractor status, in addition to satisfying other established factors.

Adds Section 621.6 to Unemployment Insurance Code to define "employee" to include individuals employed by persons who hold valid property service employer registration or are required to obtain such registration.

Adds Section 13004.7 to Unemployment Insurance Code with identical employee definition provisions for purposes of disability insurance, employee training funding, and personal income tax withholding.

Makes an appropriation to the continuously appropriated Unemployment Fund due to expansion of employee categories eligible for unemployment benefits.
