Exempts only specialized health insurance policies and health care service plans that provide exclusively dental or vision services from annual rebate requirements, while maintaining rebate obligations for all other coverage types.

Establishes that medical loss ratio requirements must comply with federal provisions as in effect on January 1, 2017, specifically referencing Sections 2718 and 2791 of the federal Public Health Service Act.

Repeals requirements for emergency regulations and departmental consultation previously mandated for implementing medical loss ratio provisions.

Specifies that no state reimbursement is required for local agencies or school districts because the bill creates criminal violations related to health care service plan requirements.
