Secretary of California Health and Human Services must establish and administer the California Health Care Payments Database by January 1, 2020, to collect health care cost information for policy decisions on reducing costs and improving quality.

Health care service plans, insurers, self-insured employers, and providers must submit utilization data, pricing information, and social determinant factors to the database for analysis and comparison across care delivery systems.

Secretary may report non-compliant entities to their regulating agencies, which can enforce requirements using existing enforcement procedures; collected penalties are subject to legislative appropriation.

All database data uses must comply with state and federal privacy laws; secretary cannot publicly disclose unaggregated, individually identifiable health information or proprietary contract information.

Secretary must convene a review committee of health care stakeholders to advise on database administration and prepare annual reports to the Legislature containing recommendations on cost containment, quality improvement, health disparities, and health care transparency.
