California State University's Office of the Chancellor must prepare an annual systemwide report on hiring practices for all CSU positions, including executive, management, faculty, and nonfaculty support staff roles.

The report must compare CSU hiring practices to best practices used by the University of California and California Community Colleges.

The chancellor's office must submit the report to relevant fiscal and policy committees of the Legislature and the Department of Finance on or before March 31, 2019, and annually by March 31 of each subsequent academic year.
