Requires county tax bills to include eight additional items of county debt and financial data: total debt, annual operating expenses, total unfunded pension liability, current-year pension payments, total unfunded health care liability for retirees, current-year retiree health care payments, total pension obligation debt, and payments made for all other debt

Implementation of these new requirements is contingent upon the appropriation of funds in the annual Budget Act or other statute

Removes the state mandate reimbursement language that was originally included in the bill
