Establishes the Pathways to Success Grant Program administered by the State Department of Education to fund dual language immersion programs, developmental bilingual programs for English learners, and early learning dual language learner programs in preschool through grade 12.

Requires the department to award a minimum of 10 one-time grants of up to $300,000 each starting September 1, 2019, with an additional $20,000 available for programs teaching target languages other than Spanish.

Eligible applicants include individual school districts or consortia of school districts partnering with county offices of education, bilingual teacher programs at universities, and non-profit charter schools.

Grant recipients must use funds for teacher recruitment and training, professional development, family outreach, instructional coaches, and standards-based materials in target languages to supplement existing funding sources.

Department must submit a report to the Legislature by June 30, 2025, detailing program successes, best practices, barriers, and outcomes, with implementation contingent on legislative appropriation.
