Establishes the Advisory Panel on Health Care Delivery Systems and Universal Coverage within the California Health and Human Services Agency to develop a plan for achieving universal coverage and a unified publicly financed health care system.

Requires the advisory panel to convene public meetings at least quarterly beginning on or before March 1, 2019, and submit progress reports to the Legislature on or before January 1, 2020, with follow-up reports every six months thereafter.

Mandates the plan include a multiyear financial model (covering January 1, 2021 through at least January 1, 2031), analysis of required federal waivers and statutory changes, consideration of state constitutional amendments needed, and recommendations for information technology and financial management systems.

Requires the advisory panel to submit specific proposals to the Legislature: a cost control proposal by March 1, 2020; a federal waiver and statutory change proposal by March 1, 2021; and a state constitutional and statutory amendment proposal by December 1, 2022.

Repeals this legislation on January 1, 2024, and clarifies the advisory panel cannot implement any plan provisions until necessary laws are enacted.
