Requires law enforcement officers requesting temporary emergency gun violence restraining orders to sign a declaration under penalty of perjury reciting oral statements provided to the judicial officer when requests are made orally.

Allows judicial officers to issue temporary emergency gun violence restraining orders orally based on law enforcement officer statements, or in writing if time and circumstances permit.

Requires officers to memorialize court orders on Judicial Council-approved forms, serve orders on restrained persons when locatable, file copies with the court, and enter orders into the Department of Justice's protective and restraining orders database.

Designates the presiding judge of each county's superior court to ensure at least one judge, commissioner, or referee is reasonably available to issue temporary emergency restraining orders outside regular court hours.

Provides that no state reimbursement is required because costs result from changes to the definition of a crime under Article XIII B of the California Constitution.
