Adds three new sectors to California's climate adaptation strategy: land use and community development, climate justice, and parks/recreation/California culture.

Defines "habitat resilience areas" to include salmonid strongholds in six bioregions (Smith River, Salmon/Mid-Klamath, Sacramento, Mattole/South Fork Eel, Big Sur, and Santa Clara), source waters in volcanic aquifers, coastal estuaries over two acres, and mountain meadows in specified mountain ranges.

Authorizes the Natural Resources Agency to identify precise geographic boundaries of habitat resilience areas and include them in the Safeguarding California Plan.

Requires the Natural Resources Agency to update the state's climate adaptation strategy by July 1, 2017, and every three years thereafter, identifying vulnerabilities and priority actions for each sector with lead agencies assigned to each.

Mandates the agency release draft plans by January 1 of each three-year cycle and hold at least three public hearings in northern, central, and southern California before finalizing updates.
