Establishes the Outdoor Equity Grants Program to fund outdoor environmental education programs serving underserved populations, with priority for programs serving students eligible for free/reduced-price meals, foster youth, and students with limited English proficiency.

Creates the California Outdoor Equity Account within the State Parks and Recreation Fund to receive private donations and legislative appropriations for the grant program, requiring sufficient funds to be deposited before program development begins.

Creates the Hollister Access Management Subaccount in the State Coastal Conservancy Fund to receive all in-lieu fees for Hollister Ranch coastal development permits ($5,000 per permit) and other public/private funds for implementing the 1982 adopted coastal access program.

Creates the Hollister Ranch Subaccount in the Land Bank Fund and authorizes the State Lands Commission to transfer up to $1,000,000 from the general Land Bank Fund for acquiring property necessary to implement the 1982 Hollister Ranch coastal access program.

Removes the requirement that in-lieu public access fees apply only to vacant lots within designated coastal areas, allowing fees to apply to all development permits and certificates of exemption in those areas.
