Requires issuing or processing agencies to include a copy of photographic evidence in toll evasion violation notices when a vehicle is found by automated devices to have failed to meet occupancy requirements in a high-occupancy toll lane.

Maintains existing requirements that notices must be forwarded within 21 days of violation (or 45 days if owner information is unavailable, or 90 days for repeat violators) and must include vehicle license plate number, registration expiration date, vehicle make, and explanation of contest and appeal procedures.

Creates a state-mandated local program requiring agencies to provide additional photographic evidence materials in violation notices.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7, commencing with Section 17500.
