Repeals the Universal Lifeline Telephone Service Trust Administrative Committee and establishes the Lifeline Oversight Board to advise the Public Utilities Commission on developing and implementing the lifeline program for low-income residents.

Designates the board to serve as a liaison between the commission and low-income subscribers, with 11 members representing carriers, consumer organizations, community-based organizations, disabled/deaf users, and the Office of Ratepayer Advocates.

Requires board meetings to alternate locations between northern, central, and southern California to maximize consumer participation from different regions.

Assigns the commission to provide staff and technical support to the board, work with the board to increase lifeline program participation, ensure low-income subscriber needs are met, and provide formal notice of board meetings in the commission's daily calendar.

Requires the board to coordinate annually with the Low-Income Oversight Board and perform functions including monitoring program implementation, developing outreach strategies, streamlining enrollment processes, and providing reports to the Legislature as requested.
