State Water Resources Control Board must establish financial capability assessment guidelines for municipal separate storm sewer system permittees by July 1, 2019.

Guidelines must be adequate and consistent when considering costs to local jurisdictions, including costs incurred in previous years.

State board must document sources used to estimate local costs and overall stormwater management costs when developing guidelines.

State board shall consider EPA's "Combined Sewer Overflows—Guidance for Financial Capability Assessment and Schedule Development" (February 1997) and "Affordability Criteria for Small Drinking Water Systems" (December 2002) when drafting guidelines.

Bill aims to provide alternative compliance pathways and achievable schedules for communities lacking dedicated stormwater revenue sources while maintaining water quality protections.
