Extends requirement for state-owned buildings to be made available free of charge for use as vote centers, in addition to existing polling place requirements.

Authorizes school buildings and other public buildings to be used as vote centers beginning up to ten days before election day and continuing through election day.

Requires elections officials requesting use of public buildings to submit a list of needed buildings sufficiently in advance for the governing body to adequately plan for polling place or vote center use.

Defines "public building" as a building owned or controlled by a city, county, or other local governmental agency.

Requires public buildings used as polling places or vote centers to comply with accessibility requirements under the Americans with Disabilities Act, Help America Vote Act, and Voting Rights Act.
