Requires the Department of Fish and Wildlife to establish procedures and adopt general agreements for lake or streambed alteration activities by January 1, 2023, as an alternative to individual alteration agreements.

Mandates the department include guidance on defining "river" and "stream" in general agreements, with optional guidance on "bed," "bank," and "channel."

General agreements issued under this section are final agreements exempt from standard notification and processing time requirements that apply to individual agreements.

Allows entities to choose between obtaining a general agreement or an individual agreement; general agreements do not override existing notification requirements under Section 1602.

Requires the department to charge fees for general agreements in accordance with Section 1609; this section sunsets on January 1, 2023, unless extended by later legislation.
