Specifies that the Teacher Residency Grant Program evaluation must include implementation details (number of applicants, grants awarded, financial support provided) and effectiveness metrics (completion rates, placement in high-need subjects, retention rates, diversity outcomes).

Requires the Local Solutions Grant Program evaluation to include implementation information (number and amount of grants awarded, grantee characteristics) and effectiveness data on special education teacher recruitment, support systems, and retention.

Delays the repeal of both grant programs from January 1, 2027, to January 1, 2029, providing additional time for program implementation and evaluation.
