Authorizes the Los Angeles County Metropolitan Transportation Authority to adopt a commute benefit ordinance requiring covered employers with 50+ employees to offer a pretax commuting program for transit passes and vanpool charges, consistent with federal tax law.

Requires covered employers to offer the program to employees working an average of 20+ hours per week, with a minimum six-month compliance period after ordinance adoption.

Allows employers to propose alternative commuter benefit programs for authority approval if they reduce single-occupant vehicle trips by at least the same amount as the required program.

Prohibits the ordinance from applying to employers already covered by South Coast Air Quality Management District rules on employee commuting emissions reductions.

Requires the authority to submit a report to legislative committees by January 1, 2022, detailing program participation, trip reductions, emissions savings, and compliance issues if an ordinance is adopted.
