Requires the number of candidates to be nominated or elected to be printed in boldface type or in a contrasting color that is not black or gray on ballots.

Establishes a ballot design advisory committee under the Secretary of State to make recommendations for improving ballot design and readability of ballot instructions.

Requires the ballot design advisory committee to submit its recommendations to the Secretary of State and Legislature by January 1, 2020.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to existing statutory procedures.
