Defines "immature cannabis plant" as a nonflowering plant shorter or narrower than 18 inches (changed from 8 inches).

Eliminates the separate definition of "mature cannabis plant" and instead requires unique identifiers for each mature cannabis plant individually, while allowing immature plants to share a unique identifier referencing their lot.

Requires the Department of Food and Agriculture to issue unique identifiers for cannabis plants at cultivation sites during the cultivation period and integrate this information into the state's track and trace program.

Authorizes the Department of Food and Agriculture to charge fees to cover costs of issuing unique identifiers and monitoring, tracking, and inspecting cannabis plants.

Declares the act furthers the purposes and intent of Proposition 64 (the Control, Regulate and Tax Adult Use of Marijuana Act).
