Local registrars of births and deaths must transmit a copy of each original birth certificate and death certificate to the county recorder for the special county record while simultaneously forwarding originals to the State Registrar.

Eliminates the exemption that previously allowed local registrars serving countywide health jurisdictions of over 550,000 population (as determined by 1950 census) to avoid these requirements.

Changes the timeline for disposal of local registrar's copies from one year to two years after registration, with approval and supervision from the State Registrar.

Authorizes the county recorder to accept the State Registrar's copies as a special county record if the recorder does not have copies on file.

State Registrar must transmit amendment copies to county recorders in all cases, but only transmits copies to local registrars if amendments are made within two years of original registration.
